This is what we write for the people who organise the work inside a health or social care facility: nursing supervisors, care directors and people teams. The common thread is shift cover, looked at from day-to-day operations rather than from the org chart.
Three problems that get mistaken for each other
A facility asking for "nursing staff" almost always has three distinct needs in front of it. The gap of hours, when someone calls in to say they cannot cover tonight. The gap of months, when there is long-term leave, unpaid leave or a new unit opening. And organising the staff who are already inside, which is not solved by bringing more people in.
They are measured by different criteria and solved in different ways, so separating them before comparing tools saves weeks. Mistaking the third for either of the first two is the most expensive error, because it means hiring for what was a coordination problem.
What gets measured when you measure cover
The indicator almost nobody looks at is how many hours of supervision go each week into building rotas, handling swaps and answering messages out of hours. It is the cost that appears in no budget line and the one most visible in middle-management turnover.
The other two that matter are the time from knowing about a gap to having it covered, and how much of that cover falls on your own staff during their rest. A facility can have 100 % of shifts covered and be paying for it with the exhaustion of its permanent team.
Digital disconnection is a duty, not good practice
In Spain, article 88 of Organic Law 3/2018 recognises workers’ right to digital disconnection outside working time, and requires the employer to draw up a written internal policy defining how it is exercised, after consulting workers’ representatives. That policy also covers management posts.
It changes the conversation about urgent cover: a model that depends on reaching someone by phone during their rest is hard to reconcile with a written disconnection policy.
